Its role is not limited to the construction of the projects: it also involves establishing a common oversight framework, coordinating the various project owners, and ensuring a consistent trajectory across a program spanning multiple regional hubs.

To address these challenges, Setec Organisation and Setec Eocen—specialists in complex project management and enhanced PMO services—are leveraging Tabsters to deploy a robust, collaborative, and adaptable project management information system. This combination of project management consulting expertise, operational management, and digital solutions provides Solideo with a clear, scalable, and immediately actionable framework for overseeing operations.

Challenges & Objectives

Solideo Alpes 2030 is tasked with leading a large-scale program characterized by:

  • the need to ensure a sustainable and reversible legacy;
  • a strong need to ensure that decisions, risks, and key milestones are properly addressed;
  • overseeing more than 37 operations spread across several regional hubs;
  • high standards in terms of environmental, social, and budgetary considerations.

The program relies on a highly complex ecosystem involving Solideo, the organizing committee, institutional stakeholders, local governments, project owners, and numerous local stakeholders. This structure requires a management approach capable of ensuring data reliability, maintaining the flow of information across different levels of governance, and making decision-making processes faster, more reliable, and better documented.

The key challenge, therefore, is to establish a common framework for monitoring operations, consolidating key information, securing the early stages of planning, anticipating deviations, and supporting decision-making throughout the program. In this context, the quality of reporting, the clarity of indicators, the ability to respond quickly to risks, and cross-functional coordination between projects become critical factors for success.

Selection process

Following a request for proposals to which about ten consulting firms and software vendors submitted bids, the partnership of Setec Organisation and Setec Eocen / Tabsters was selected for a five-year contract.

This decision was based on several complementary factors: Setec Organisation’s expertise in project management support for complex public projects, Setec Eocen’s ability to implement enhanced project management through an augmented PMO, and Tabsters’ contribution as an information system dedicated to managing a portfolio of multi-client projects. The challenge was not merely to provide a tool, but to offer a comprehensive solution combining industry expertise, methodology, support, and a digital solution capable of becoming operational quickly.

The solution also facilitates decentralized data collection through imports compatible with Excel and MS Project, while ensuring reliable centralization and consistent reporting of information. It thus supports the facilitation of project reviews, the preparation of committee meetings, the monitoring of variances, and the consolidation of metrics across the entire program.
