The Company

Expertise France is the French public agency for technical cooperation, a subsidiary of the Agence française de développement (AFD) group. As the second-largest technical cooperation agency in Europe, it designs and implements projects aimed at sustainably strengthening public policies in its partner countries.

With a presence in nearly 150 countries, Expertise France works across a wide range of areas: governance, climate, health, education, sustainable development, gender equality, sustainable and inclusive economic growth, peace, stability, and security. Its work contributes to the achievement of the Sustainable Development Goals, in partnership with public actors, firm , and the private sector.

With 384 ongoing projects, 1,500 field staff, and operations in 147 countries, Expertise France operates in a highly cross-functional, multi-stakeholder, and international environment, where effective management, data consolidation, and coordination among stakeholders are key challenges.

Within the organization, the Transformation Division and the Information Systems Division have chosen Tabsters to help structure the management of their projects and initiatives as part of a three-year engagement. This new collaboration is also a continuation of Tabsters’ support for the AFD Group, which began in 2025 and focused on portfolio management and IT projects.

Challenges & Objectives

Background

Expertise France’s Transformation Department and Information Systems Department wanted a modern solution to manage all of their projects and proposals submitted to the Commitment Committees, from initiation through submission, incorporating the data entry, analysis, and decision-making phases.

Before Tabsters was rolled out, teams relied primarily on Excel and PowerPoint. While this approach made it possible to track project information, it made it more difficult to consolidate data, standardize practices, prepare governance materials, and gain a comprehensive overview of ongoing projects.

The challenge, therefore, was to implement a unified, collaborative, and easy-to-deploy SaaS solution capable of:

  • structure the management of transformation projects and the IT department;
  • harmonize methodologies, indicators, and communication materials;
  • monitor the entire project lifecycle: activities, schedules, budgets, resources, risks, decisions, and action items;
  • have a consolidated, real-time view of the portfolio;
  • facilitate the preparation of reports and data exports for committees, the Executive Committee, and steering groups;
  • gain insight into the interdependencies between projects;
  • Ensure rapid adoption through a turnkey solution that is flexible, customizable, and closely aligned with industry standards.

The ability to track resources and workload was also a key area of interest, with a simple requirement at the outset that was expected to evolve gradually based on usage.

Selection process

After evaluating several solutions, Expertise France selected Tabsters for its ability to meet its needs in the areas of operational management, portfolio consolidation, and automated reporting.

The solution was chosen in particular for its turnkey SaaS approach, ease of deployment, configuration flexibility, and ability to consolidate information according to various strategic areas or portfolios. The project began in June 2026, with the goal of deploying it to approximately 100 employees in less than three months.

Expertise France uses Tabsters to centralize project information in a single environment and establish a common management framework between the Transformation Department and the IT Department. The solution enables teams to track projects at both the operational and portfolio levels, while facilitating the consolidation of information needed by decision-makers.

The deployment involves approximately 100 licenses, intended for PMOs, project managers, managers, directors, and contributors. This structure allows for coverage of various levels of use, ranging from entering and updating project information to consolidated oversight and decision-making.

Tabsters also supports Expertise France in standardizing its management practices. The teams have access to a shared methodology, common guidelines, and consistent communication materials, while retaining the flexibility needed to tailor the solution to their specific needs.

The solution also includes features for autonomous and secure administration, including the management of users, profiles, roles, and repositories based on access rights. It can also integrate with the organization’s information system using industry-standard technical specifications, including APIs, SSO, and OpenID.
